Wednesday, June 3, 2026- In a significant move tied to the ongoing financial fallout of the Russia-Ukraine war, Finland’s National Enforcement Authority has seized approximately €3.7 million in assets belonging to the Russian state to help satisfy compensation claims by Ukraine’s state-owned energy company Naftogaz.
The action taken this year and reported by Finnish public broadcaster Yle targets funds previously earmarked for an EU external border cooperation program that involved both Finland and Russia but was terminated after the 2022 invasion.
Finnish authorities say the seizure is linked to a long-running legal effort by Naftogaz to enforce an international arbitration award against Russia for losses tied to property and infrastructure in Crimea that Russia seized in 2014.
Under the current legal process, Finnish courts have permitted the temporary seizure of these funds to secure Naftogaz’s claim while enforcement proceedings continue. If the judgment becomes legally binding in Finland, the assets may be fully transferred to Naftogaz as part of compensation.
Although €3.7 million is a small fraction of the total compensation required under international rulings, the decision marks a notable example of Western enforcement action against Russian state assets in support of Ukrainian claims.
This step underscores emerging legal pathways for Ukrainian entities to recover losses through asset enforcement in EU jurisdictions and reflects Finland’s role in upholding international arbitration decisions even as diplomatic tensions persist.
