RUBIO changes the tack of TRUMP’s Ukraine negotiations after week of chaos

Tuesday, November 25, 2025 -
After a chaotic week marked by internal disagreement and diplomatic alarm, Secretary of State Marco Rubio has stepped in to reset the tone of U.S. negotiations with Ukraine.

His arrival in Geneva this weekend shifted the Trump administration away from the hard-line posture previously imposed by Army Secretary Dan Driscoll and Vice President JD Vance — officials who had pushed a rigid 28‑point peace proposal with a firm Thursday deadline.

With Rubio now leading discussions, the administration has backed off that deadline and reportedly begun to take Ukrainian and European concerns more seriously.

Under Rubio’s influence, the U.S. and Ukrainian negotiators have drafted a new, more flexible 19‑point framework — one that notably excludes territorial concessions for Ukraine.

European and Ukrainian officials described the revised plan as a sign of progress and a move toward a “living, breathing document,” rather than a final demand. Rubio emphasized that the goal is now to conclude talks “as soon as possible,” leaving behind the rushed “by‑Thanksgiving” ultimatum.

Still, confusion and internal division remain. Despite Rubio’s efforts to unify the administration’s approach in Geneva, other senior advisers — including Trump’s son-in-law Jared Kushner and special envoy Steve Witkoff — continue to press divergent positions.

And key questions persist about the origin and credibility of the original 28‑point proposal, which critics insist closely aligns with Russian demands. As the new talks proceed, Washington must prove it can deliver a coherent, credible peace framework — or risk further eroding trust among Kyiv and its allies.
