TRUMP administration formally designates Venezuela’s MADURO as member of a foreign terrorist organization

Tuesday, November 25, 2025 -
The Trump administration has taken one of its most aggressive steps yet toward Venezuela, formally designating President Nicolás Maduro as a member of a foreign terrorist organization.

The move signals a dramatic escalation in U.S. pressure, positioning Maduro not just as an authoritarian leader but as a figure tied to groups Washington deems hostile to national and regional security. Officials say the designation is intended to isolate Maduro internationally and cut off remaining financial channels that help sustain his government.

This shift significantly raises the stakes for U.S.–Venezuela relations. The designation triggers a series of legal and diplomatic consequences, including expanded sanctions, new criminal exposure for Maduro’s allies, and increased restrictions on entities doing business with his regime.

It also sends a strong message to governments still maintaining ties with Caracas, particularly those in Latin America balancing domestic politics with regional stability.

The Maduro government has dismissed the decision as political warfare, but the implications are immediate. Analysts warn that the designation could harden positions on both sides, complicate humanitarian access, and further destabilize an already volatile region.

With Washington intensifying its posture and Caracas refusing to retreat, the path ahead points toward deeper confrontation rather than negotiation.
