RUBIO insists U.S. authored the Ukraine peace plan

A fierce showdown is underway in Washington as Secretary of State Marco Rubio doubles down on his claim that the controversial 28-point peace proposal for Ukraine was written in Washington, not Moscow. 

Despite allegations from several U.S. senators that the plan is simply a Russian “wish list,” Rubio has defended the document as a strong framework for ongoing negotiations that draws on input from both Russia and Ukraine.

The controversy erupted after Senators Mike Rounds, Angus King, and Jeanne Shaheen publicly stated they were told by Rubio himself that the proposal was not Washington’s design, but rather a plan passed along from Moscow. 

Rubio’s firm rebuttal has exposed deep fractures within the administration: while some argue the plan rewards Russia, high-level officials insist it is a U.S.-originated starting point for genuine peace talks.

As the dispute intensifies, the timing could not be more urgent. With key diplomatic meetings scheduled in Geneva, the push to finalize a deal is accelerating — but the question of who really wrote the plan could undermine the entire effort. If trust cracks within the U.S. government, critics warn, the peace talks risk unraveling before they even begin.
