Sunday, September 7, 2025 -President Donald Trump has signed an executive order creating a new designation called "State Sponsor of Wrongful Detention." This allows the U.S. Secretary of State to identify and impose sanctions on foreign governments that unjustly detain American citizens.
Sanctions could include economic penalties, export controls, visa restrictions, and travel bans. Countries under review include China, Iran, Afghanistan, and Russia.
The order seeks to deter "hostage diplomacy," where nations hold U.S. citizens to gain political leverage. The State Department will monitor compliance, and sanctions can be lifted if the designated country releases detained Americans and changes its policies.
Advocacy groups have welcomed the move, noting it strengthens protections for Americans held overseas and mirrors the U.S. approach to state sponsors of terrorism, holding accountable nations that exploit citizens for leverage.
