Saturday, October 31, 2026 - Kenya has secured a major diplomatic commitment from Russia after President William Ruto announced that President Vladimir Putin had agreed to stop recruiting Kenyan citizens into the Russian military.
The announcement followed bilateral talks at the Kremlin in Moscow on October 29, 2026, amid growing concerns over Kenyans who travelled to Russia for employment opportunities but ended up fighting in the war against Ukraine. Ruto said Kenya would be designated a non-source country for Russian military recruitment, a move aimed at closing recruitment channels and protecting Kenyans from further involvement in foreign military operations.
The Kenyan government has also appointed a Defence Attaché at its embassy in Moscow to coordinate the safe return of affected citizens, establish their whereabouts and pursue compensation for those injured or families who lost loved ones.
The two leaders further discussed expanding educational opportunities, with Russia agreeing to increase scholarships for Kenyan students from 70 to 300 annually in fields including healthcare, artificial intelligence, aviation and technology. Beyond security concerns, Kenya and Russia signed five cooperation agreements covering trade, employment, transport, diplomatic training and economic relations. Both countries also agreed to negotiate a labour agreement to create formal employment opportunities for Kenyans in Russia.
The agreements could mark a significant expansion of Kenya-Russia relations, but their success will depend on implementation and measurable benefits for ordinary citizens. For Kenya, the immediate priority remains ensuring that no more citizens are recruited into the Russian military while securing assistance for those already affected by the conflict.
The proposed expansion of scholarships, trade and infrastructure investment could also create new economic opportunities if supported by transparent agreements and effective oversight. As Nairobi strengthens its diplomatic engagement with Moscow, Kenyan families will be watching closely for concrete action, particularly the safe return of missing and stranded relatives.
