Friday, October 9, 2026 - A California couple has been charged with allegedly abusing at least 14 children born through surrogacy, in a case that has sparked serious concerns about child protection and the oversight of surrogacy arrangements. Guojun Xuan, 66, and his wife, Silvia Zhang, 39, were arrested in October 2026 after an extensive investigation into conditions at their Arcadia mansion in Los Angeles County.
Prosecutors say the couple had 21 children, most born through surrogacy, and that several were subjected to repeated physical abuse while under the care of live-in nannies. The charges were announced on October 6 by the Los Angeles County District Attorney’s Office.
According to prosecutors, surveillance footage allegedly showed caregivers striking children, with investigators claiming that the couple witnessed some of the abuse and, in certain instances, encouraged harsher punishment. The investigation began in May 2025 after a two-month-old infant suffered a serious head injury that authorities linked to alleged abuse by a nanny.
Fifteen children were subsequently removed from the home, and six others living elsewhere were located. The couple faces charges including conspiracy to commit child abuse, while Xuan also faces a charge of directly abusing a child. Both defendants have pleaded not guilty, and the allegations remain subject to court proceedings.
The case has intensified calls for stronger safeguards to protect children born through surrogacy and improve accountability for adults responsible for their care. Investigators are also examining whether surrogate mothers were misled about the couple’s family circumstances and intentions.
Authorities must now establish the full extent of the alleged abuse and determine individual responsibility as the legal process continues. For families, prospective surrogates and child welfare advocates, the case highlights the importance of thorough screening, transparent agreements and effective monitoring to ensure every child receives safe and appropriate care.
