Millions at risk as states warn SNAP benefits could halt in November


Tuesday, October 21, 2025-Several U.S. states are warning that Supplemental Nutrition Assistance Program (SNAP) benefits could be disrupted next month if the federal government shutdown continues. With Congress still deadlocked over spending bills, the U.S. Department of Agriculture (USDA) has cautioned states that funding for November payments is not guaranteed.

While October benefits are covered, many states including California, Pennsylvania, and Texas say they may not be able to load funds onto recipients’ EBT cards in November without new federal appropriations. California officials estimate that over 5 million residents could be affected, while Pennsylvania’s Human Services Department has told beneficiaries to prepare for “potential delays.”

SNAP supports roughly 42 million Americans, making it one of the country’s largest safety-net programs. A lapse in funding could worsen food insecurity, strain local charities, and ripple through grocery and retail sectors. As lawmakers remain at a stalemate, millions of low-income families face growing uncertainty over how they will put food on the table next month.
