How Greece rewired its tax system


Tuesday, September 23, 2025 -Greece has transformed its tax system with sweeping digitization and institutional reforms aimed at tackling fraud and boosting revenues.


The Independent Authority for Public Revenue now uses big data, AI, and even drones to monitor transactions in real time. Inspectors can transmit live information from the field, while algorithms flag suspicious activity when reported sales don’t match customer traffic.

Electronic payments have become the norm, with most vendors required to accept instant systems like IRIS. Nearly all sales are reported electronically, giving the state direct oversight of transactions. The tax authority itself has been restructured to operate more autonomously and efficiently, reducing opportunities for corruption.

These reforms helped Greece post a budget surplus in 2024, one of the few EU countries to do so, and led to an upgrade of its bonds to investment grade. Building on this momentum, the government has introduced a €1.6 billion tax cut package to ease living costs, targeting low-income families, young workers, and property owners in remote areas.
