DR Congo urges Russia to back UN demand for Rwanda to withdraw troops

Saturday, October 31, 2026 - The Democratic Republic of Congo (DR Congo) is seeking stronger international support to end the escalating conflict in its eastern region, with President Félix Tshisekedi urging Russia to support United Nations demands for Rwandan troops to withdraw from Congolese territory.

Speaking during the third Russia-Africa Summit in Moscow on October 30, 2026, Tshisekedi called on Russia to use its influence as a permanent member of the UN Security Council to ensure the implementation of international resolutions and support ongoing peace efforts.

The appeal centres on UN Security Council Resolution 2773, adopted in February 2025, which calls for an end to Rwanda's support for the M23 rebel movement and the immediate withdrawal of Rwandan forces from DR Congo.

The diplomatic push comes amid renewed international pressure, following US sanctions announced on October 28 against Rwanda's Ministry of Defence and a financial institution accused of facilitating support for M23. Rwanda has denied backing the rebels, while the conflict continues to fuel insecurity and displacement across eastern Congo.

Tshisekedi says his government remains committed to diplomatic solutions through the Washington and Doha peace processes, but the latest appeal highlights the urgent need for stronger international action. Continued fighting threatens civilian lives, regional stability, trade and economic development, particularly in mineral-rich eastern Congo.

Russia's response could become an important factor in diplomatic discussions as Kinshasa seeks broader support for the implementation of UN resolutions. The immediate priority remains ending hostilities, protecting civilians and securing a lasting peace in the Great Lakes region.
