Monday, December 22, 2025 - A nurse at Duke Health is accused of committing s£xual crimes against incapacitated medical patients, warrants show.
According to arrest warrants filed by Duke University Campus
Police, 39-year-old Jomil Uy Tugado of Durham engaged in s£xual acts with two
people while the victims were “incapacitated.”
The first alleged incident occurred in May, while the other
happened earlier this month of December, his arrest warrants show.
This is the second case in the Triangle this month in which
a nurse is accused of s£xually assaulting sedated patients. Less than two weeks
ago, a UNC Rex Hospital nurse was also charged after three patients
came forward.
Tugado is facing several charges, including two felony
counts of s£xual contact/penetration under the pretext of medical
treatment and s£x acts by a government or private institution employee, as well
as two counts of misdemeanor s£xual battery.
According to a Duke University spokesperson, Tugado began
his employment with Duke Health in July 2023.
Reacting to the incident, the health system said in an
official statement: “At Duke Health, our top priority is to maintain a safe
environment for all patients to receive care. We have a zero-tolerance policy
for s£xual misconduct and take all allegations of inappropriate behavior
seriously.
Jomil Tugado was removed from patient care and placed
on administrative leave on December 7, 2025. We are fully cooperating with law
enforcement authorities in their ongoing investigation and remain committed to
supporting those who have been impacted. If patients have witnessed or
experienced inappropriate conduct at Duke Health, we ask that they call our
hotline at 919-385-3575."
Tugado’s license as a registered nurse was suspended by the
North Carolina Board of Nursing on Thursday, Dec. 18, as a result of these
charges.
Tugado appeared in Durham County court on Friday morning,
Dec. 19, where he received no bond.
