Governor NEWSOM proclaims state of emergency to support response in multiple counties due to late December storm



Friday, December 26, 2025 -California Governor Gavin Newsom has declared a state of emergency for several counties as powerful late-December storms batter the state, bringing torrential rain, strong winds, and significant flood risks. 

The declaration covers Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Shasta counties, unlocking state resources and assistance to support overwhelmed local agencies. This urgent move is intended to speed up response efforts and protect communities facing dangerous conditions as severe storms continue across California.

The intense weather has already triggered flash flood warnings, evacuation orders in vulnerable areas, and growing concerns about debris flows, particularly in regions impacted by recent wildfires. 

Emergency services are mobilizing rapidly, with fire engines, swift water rescue teams, helicopters, and hundreds of personnel deployed to assist with rescues, road closures, and emergency response. Officials warn that saturated ground and rising rivers could create hazardous conditions over the coming days.

Residents are being urged to remain alert, follow evacuation orders where issued, and avoid unnecessary travel in affected areas. The emergency proclamation allows for faster access to state aid and improved coordination with local agencies to reinforce flood protections, clear debris, and support evacuations.
