Hamas’ survival in Gaza is tied to its ability to adapt. While its military capacity has been partially degraded, it has shifted focus toward governance and civilian programs to maintain legitimacy.
Investments in energy, water, and local development projects, though limited, signal a strategic approach to consolidate authority quietly, without sparking large-scale confrontations that could further weaken its standing.
