Sunday, September 7, 2025 -Tragic flooding in Texas this summer claimed over 130 lives, including 27 campers and counselors at Camp Mystic in Kerr County. 

In response, Governor Greg Abbott has signed new laws aimed at preventing such disasters in the future and improving safety standards at youth summer camps.

The new legislation includes several key measures. The Heaven’s 27 Camp Safety Act prohibits licensing youth camps with cabins located in FEMA-designated floodplains. 

The Youth CAMPER Act requires camps to create and annually update emergency preparedness plans, train staff, and establish communication protocols with parents and emergency services. Additionally, Senate Bill 3 allocates funds for outdoor warning sirens in flood-prone areas.

Governor Abbott emphasized that these laws are intended to protect children and prevent tragedies like the Camp Mystic disaster. Families affected by the floods have voiced strong support, hoping the new regulations will ensure a safer summer camp experience for all Texas youth.
